1. Preamble & Purpose
IBBE was founded with a fundamental commitment: business and education exist to serve human dignity, societal self-reliance, and public welfare. As an institution founded and anchored in India, IBBE recognizes its primary duty to the nation’s developmental, academic, and economic ecosystem. This Law establishes two non-negotiable operational imperatives for all IBBE entities, platforms, and leadership:- The Domestic-First Mandate: India remains the primary developmental anchor and highest strategic priority. International expansion is deliberate and calibrated, offering a focused, scoped tier of services relative to the comprehensive catalog deployed domestically.
- Sovereign Security Alignment: IBBE strictly aligns its institutional reach with the security and sovereign integrity of the Republic of India. Foreign jurisdictions that manufacture, facilitate, or supply arms and munitions used in hostilities against India are classified at the lowest operational priority and subject to strict service curtailment.
2. Core Mandates
2.1 Mandate I: Domestic-First Priority & Calibrated International Delivery
2.1.1 India-First Anchor
The Republic of India is the foundational base, primary testbed, and highest-priority beneficiary of IBBE’s intellectual property, educational architectures, incubation programs, and operational resources.2.1.2 Calibrated International Catalog
While IBBE pursues strategic global expansion, international territories operate under a strictly calibrated tier of service delivery:- Full Domestic Suite: The entire, unrestricted catalog of programs, institutional partnerships, student venture incubators, direct funding initiatives, and platform capabilities is exclusively available within India.
- Scoped International Tier: Offerings extended to international markets are intentionally restricted to a curated subset of core learning modules, standard certifications, and regulated enterprise tools.
2.1.3 Resource Allocation Standard
In any event of capacity constraints, computing bandwidth limitations, curriculum rollout schedules, or executive mentorship allocations, domestic operations hold absolute precedence over international counterparts.2.2 Mandate II: Sovereign Security Alignment & Jurisdictional Deprioritization
2.2.1 Alignment with National Security
IBBE maintains unwavering institutional alignment with India’s national security, territorial integrity, and defense interests. No commercial objective or global expansion target may supersede this principle.2.2.2 Lowest Operational Priority
Any foreign territory, state entity, or jurisdiction that manufactures, finances, or supplies arms, munitions, military equipment, or logistical warfare infrastructure utilized in hostile action or armed conflict against the Republic of India is classified at Lowest Institutional Priority (Tier 3 - Restricted).2.2.3 Service Curtailment & Discretionary Withholding
Engagements with or services delivered to entities and users originating from adverse or hostile-supply jurisdictions are governed by the following constraints:- Severe Catalog Minimization: Access to advanced entrepreneurship frameworks, technological toolsets, institutional incubation pipelines, and localized support is strictly prohibited.
- Mandatory Compliance Review: Any service delivery in such territories requires prior review and unanimous authorization from the Ethics & Compliance Unit and General Counsel.
- Right of Immediate Discontinuation: IBBE reserves the unilateral right to suspend, throttle, or terminate platform access, certifications, or services in such jurisdictions without prior notice or liability.

5.1 Business as Public Service
IBBE does not view education as a borderless, mercenary commodity. Business education is a nation-building instrument. Prioritizing the domestic youth demographic ensures that India’s demographic dividend is strengthened before institutional capital is exported.5.2 Moral Integrity Over Market Opportunism
IBBE rejects the practice of pursuing foreign revenue in jurisdictions that actively compromise or endanger the security of the founders’ home nation. Foundational trust requires clear moral boundaries in global commerce.5.3 Technical & Intellectual Property Protection
Restricting advanced venture blueprints, proprietary entrepreneurial frameworks, and strategic tools prevents dual-use technological exploitation in adversarial jurisdictions.6. Roles & Responsibilities
7. Review & Enforcement
This Law is permanent and binding across all IBBE subsidiaries, affiliates, and digital platforms. It is reviewed annually by the Strategic Governance Committee and the Ethics and Compliance Unit to ensure ongoing alignment with Indian foreign policy and national security directives. Violations of this policy—including unauthorized catalog deployment, bypassing jurisdictional restrictions, or prioritizing foreign revenue over domestic mandates—will result in immediate termination of engagement and disciplinary proceedings under the IBBE Code of Conduct.Effective Date: 15 August 2026 | Classification: Institutional Law | Review Cycle: Annual
