This framework defines how IBBE manages conduct violations, internal investigations, and the process of restoring trust within its ecosystem. It is a living document designed to uphold the balance between accountability and dignity. Every clause within it reflects the organization’s conviction that discipline exists to preserve integrity, not to humiliate. Its purpose is threefold: to clarify what constitutes a violation, to outline how such matters are examined, and to define how restoration is achieved once trust has been tested. The framework applies to every officer, coordinator, trustee, and partner institution under the IBBE network, across all geographies and hierarchies. Conduct enforcement at IBBE is not a reactionary mechanism. It is a system of restoration- a structured return to standards. Each decision, from inquiry to conclusion, must reinforce clarity, fairness, and proportionality. Violations are not treated as moral failures but as opportunities for reflection and renewal, provided accountability is genuine.
